i think they wear the robes with red clouds on them because the red clouds symbolize how blood and fire will rain from the sky when they get all the jinchurike (sorry if i spelled it wrong) and they probably wear rings to show there rank among them selves and to others

The rings are are probably to show that they are a qualified member of the akatsuki,Remember early in shippuden tobi was taking sasori's ring,and then he said I have a ring!so can i be in the akatsuki now? or something like that

Well technically they are called "cloaks", but everyone to their own, I suppose. :)
The cloaks are the Akatsuki's "uniform". You can always reconize a member if they are wearing a cloak with red clouds stitched on it. Besides that, it seems to serve no other purpose than looking "stylish". XD
The rings show their position in the organization, however their 1st importance is to aid in the process of extracting and sealing demons. Besides that, what the ring exactly means is unclear, but we do know that the rings are very important to the wearer, since Deidara was set on finding his when it was lost. The ring might also just be part of the uniforum as "Tobi" wasn't able to join the Akatsuki in till a ring was "available".

The dress is called a robe or cloak.
They are more common in japan.
A t shirt isnt as cool as the cloak or as evil.
The rings are used to memove the bijuu from the holder.

they are robes, it's used to identify a member and shows they are part of the group, the rings are actually part of ten rings (or both hands, to include the thumbs) that can be used to perform a sealing technique called the nine phantom dragons (with one being the zeroeth dragon which is the catalyst for the other nine) which has the power to remove other seals and get to a tailed beast when it's inside a jinchuriki it is also one of very few non even numbered seals which means it was made by the Uzumaki clan to seal tailed beasts, likely made by the sage of six paths to separate the ten-tails into nine smaller beasts (as he had the power to control chakra) this is likely what he used (but a reverse form of it)

They're robes not dresses.

Taken from the Naruto wiki; "Members wear long, dark cloaks with red clouds, a red interior, and a chin-high collar. Tobi and the members of Taka wear a similarly marked hooded mantle. The red clouds represent the rain of blood that fell in Amegakure during its wars, and were seen as a symbol of justice by its original members."

As for the rings;

"What seems to be most important, however, are their rings. In total, there are ten rings given to each of the ten main members of Akatsuki. The rings apparently signify one's membership and ring position, since when Orochimaru defected, he took his ring with him[17] and as such wasn't replaced.[18] The rings' exact purpose have not been revealed."
