Where did the tradition of leaving milk&cookies for Santa begin?

I love Christmas and I love to know where Christmas traditions began.

Martin Luther brought us the Christmas Tree proper (drawing on an earlier church tradition of using pine trees at the Feast of Adam and Eve). But who started leaving milk and cookies for Santa?
