What does it mean when a guy tells people you are 'just talking' right now?

There is a guy in my class. We've dated before. All of a sudden he started texting me at the beginning of school. Then at a home football game he sat REALLY close to me and was flirting a lot. The next day he told me he liked me and i said i liked him too. Whenever people ask him why we aren't dating he says we are just talking right now and we will see how things go. He told my friend he didnt want me to screw him like his past 2 gfs did, but I feel like I am the one being screwed. He always calls me babe and stuff. The otherday he said: How bout i forgive u and i get a kiss? I said: Sounds good and he said same here. I dont know if he likes me a lot or not he told my friend he was talking to a few people but mainly me. Am i being played? I need help! :p
