I think people think Mirajane likes Freed because of how much sympathy and the values of friendships she had given to Freed in their battle's end (Just my opinion in my views). They also viewed her crying smile to tell Freed, "Let's enjoy together the Harvest Festival next year" (Wikia). It could show a possible love signal, but I am not on par with that thought; Fanon Shipping.
In the view of Mirajane and Laxus, people would ship them, by how much the two S-Class mages care for one another. Example: Laxus commenting on her skills, and Mirajane near him to comment at his courage to save his friends. (FYI: I won't name every moment shared together to shorten the answer.) This couple (I may ship them), but this is more of a fanon shipping.
But still, Hiro Mashima doesn't define who Mirajane likes. We can't completely explain this question, until the manga/anime released the truth.
To conclude, uncertainty is still lingering between Mirajane's own love life. Does Mirajane like someone? Yes, her family. Her relationship love in the ration of 'He/She like youuuu' [By Happy]? My answer: Undefined.
