Fanpop officially went live on August 1st, 2006. So the first full month of being active was August 2006.
According to Google Analytics, Fanpop had 60,813 visits that month from 47,214 unique users. Of course, that number counts any user who visits Fanpop (with or without a Fanpop username).
I also see that I have a note from the end of September 2007 saying that we had 60,380 registered users. Assuming, for purposes of this question, that there was a steady rate of registrations (perhaps bogus assumption - but entertain me), we would've had 4665 registered Fanpoppers by end of month 1 (though I think it was probably half that to be honest).
So depending on how you define "fan" it was either the 47,000+ unique users (registered and non-registered) or the < 4665 registered users determined from my back-of-the-envelope calculations :-P
