Why can't I upload screencaps?

The F4 decided to remove the Screencaps category from images. They explained that they felt it was clogging up the site and the space it took could be better used for other features. I think you can still upload some screencaps as photos though, but possibly less than before.

I can't either. I just assumed they removed it since no one else seems to be uploading to screencaps...(last time was "more than a year ago")
