Aren't prefects suppose to help the school, not just sit around and be served all day?

For example, the prefects in Harry Potter spent their days roaming the halls, stopping all student misconduct when they weren't at class. But the P4 doesn't even go to class! They just sit there and get served tea and pastries all day...isn't that kind of wrong? '3'
