I think we're supposed to infer that Fontana has connections to a wealthy mob "family", which he rejected at some point in his life for a career in law enforcement. It was especially cool when he was teamed up with Nick Falco, played by former Soprano star and fellow American-Italian Michael Imperioli. Talk about a connected pair.
