I think she was a good mother. I don't believe that she was the best mother ever, but she was still a good mother.

She surely was a wonderful mom to Itachi and Sasuke. She loved and took care of them of both very well.

She understood how Sasuke felt about his father and old brother who was a genius of the clan and the pressure on him to follow his father and brother's footsteps. She made sure Sasuke felt loved and important as equally, which is why she assures him that Fugaku always thinks about both of him and his brother and he talks about Sasuke when he and Mikoto are alone. Mikoto also tells Sasuke not to push too hard to be perfect.

With Itachi too, who was her firstborn, she shared a strong bond. She always made sure he did his homework and does not lack behind in his studies. When Itachi was about to murder her, she consoles Itachi saying that her and Fugaku's pain will be over soon. She understood Itachi's decision and even in her last moments, she loved her son.

All in all, Mikoto was a great mother who made sure both her sons grow up with love and care.
