Thanks for the answer. I have to agree with you Tony and Ziva probably won't start dating until the show is coming close to an end. (hopefully it won't end anytime soon!!!) Thats what all shows do
yes and no. tony and ziva (tiva) would of course make the perfect couple, but the sexual tension makes everyone excited. Everyone wants them to be together, but knowing the amazing people writing this amazing show, they will most likely make us sit on the edge of our seats and wait our turns...

But according to rule#12 "Never date a co-worker", they can't date when they are on the team right? Or its ok to break a rule?
