The Shadow Lugia is stronger, unfortunately. :/ I like the real one better....though.....

The strongest of Lugia and Shadow Lugia is definitely Shadow Lugia because in Pokemon Colloseum, shadow pokemon attacked humans, which also meant that shadow pokemon weren't just afraid, but their powers had also doubled.
