who is stronger mewtwo or arceus?

mewtwo is probally the strongest pokemon ever but what about arceus he has the plates to defend him from certain types of energy a pokemon has and he is fused with each type of power that makes him powerful.

i guess mewtwo has better chances of being stronger but arcues has ability of fusion with owers to connect like he did with the jewl of life
