I picked bulbasaur cuz it would be most effective against brock, misty and surge, so I would be a ble to hold out for good pokemon found mid-way through the game.

This is the best team that doesnt include legedaries which are kinda unfair because you have to work hard and train your pokemon from low levels when you normally catch legendaries at high levels.
