J.K. Rowling has never given any kind of date for Sirius' birthday. If you use the facts that we are given, he was born 1959/1960. My own personal opinion, based on what we know of him, is that he's a Scorpio. Just a viewpoint.

Aries: not as stupid as James to be an Aries
Taurus: no. Sirius loves action, not the lounge
Gemini: no. Sirius is a loyal man who sticks to his team til the very end and never gives up
Cancer: Sirius would rather get out and about than stay home
Leo: Sirius is strong, yes...
Virgo: no no no
Libra: perhaps, but not likely
Scorpio: this is a definite yes, if nothing else
Sagittarius: not likely
Capricorn: maybe
Aquarius: this could be a possibility
Pisces: you know, this is possible too...
So Scorpio or Aquarius is a definite, but I mostly see him as a Scorpio. Hope this helped
My idea is that Sirius was born sometimes around the last days of December (21 - 31). Why? Because of his name. That is the time around which the star Sirius is most visible in the night sky.
According to the Hogwarts admission rules, Sirius must have been born between September 1st, 1959, and August 31st, 1960, to be admitted to enter the School on Sept. 1st, 1971.
According to the Wiki it's in Autumn... I don't know where they got their info though

The wiki says "Sirius was born at autumn, something the possibly relate to the Dog sign of the Chinese Zodiac being associated with that season." but still no source.
I've read somewhere that Sirius was 22 when he was imprisoned in Azkaban (though I can't remember where I did read it). That'd mean that his birthday would need to be in September, October or early November.
