There are some places that have personal policies about where they'll do tattoos (my dad does tattoos, and he won't do throat tattoos, for instance), but that's not law.

Yeah, there's no law about that at all. The only laws the US has on tattoo is in regards to sanitation and age. Next time someone tells you that, ask them where they got that information.
